The College is essentially residential and as such it is ordinarily compulsory for all the students to stay in hostels. For admission to hostels and allotment of seats, students should apply in proper form to the Warden of Hostels. Seats will be allotted by the concerned Superintendent of hostel to which a student has been admitted.
Those students who opt to remain with their parents/guardians residing at Burla should make application countersigned by their parents/guardians to the Principal through Warden of Hostels for consideration.
The students are advised give contact address of their parents correctly In case of change of address, the parents/guardians are requested to send their latest address and phone No. etc. by Regd. Post in the following address:

HOSTEL COUNCIL
The Hostel Council comprising of student representatives of all Hostels; Superintendents, Asst. Superintendents, Warden of Hostels and Principal meets atleast twice in a year for :
a) Preparing general development guidelines on management to maintain uniformity in hostels.
b) Preparing developmental plan and proposal of hostel campus.
c) Smooth and economic running of Hostels.
d) Improvement of hostel facilities, i.e.-Common rooms, dinning halls, indoor- games, gardens, hostel library etc.

Office Bearers of the Hostel Council
1. President - Principal
2. Vice president - Warden of Hostels
3. Secretary - A student representative of final year nominated by Warden of Hostels.
4. Asst. Secretary - A student representative of Pre-final year nominated by Warden of Hostels.
5. Members -
i) Superintendents and Asst. Superintendents of all hostels.
ii) Five student representatives from each hostel, namely (elected/nominated by Superintendents of respective hostels)

Meetings
Warden of Hostels shall act as convener of the Meeting. Date, Time and Venue for the Meeting is to be decided in consultation with the Principal. Secretary of the Hostel Council shall take down the proceedings of the meeting and maintain the Minute Book.

HOSTEL RULES
Boarders are expected to share the duties in running their messes economically and keeping their hostel clean. They are advised to follow the following instructions :
- They should not keep valuable and costly items in their rooms. They shall take due care of their belongings and deposit money in Bank or Post Office.
- They shall keep to the hours set for the meals and studies. Normally study hours are 7.00 P.M. to 9.30 P.M. There shall be no disturbance during study hours.
- A student shall use only one electric bulb not exceeding 60 watts. Use of all unauthorized electrical appliances such as heater etc. are strictly prohibited. Use of mosquito net is compulsory for each boarder.
- Each Boarder should check the furniture & electrical fittings in his room at the time of occupation and take over the furniture & fittings in writing which are returnable at the time of vacating the room. Any loss or damage will be borne by concerned boarder.
- No boarder is permitted to allow an outsider to stay in his room without the written permission of the Superintendent. Presence of undesirable persons should promptly be reported to the Superintendent.
- Possession, consumption of Liquor and Narcotics and Gambling are strictly prohibited in the hostel campus.
- Noisy Games, Playing Musical Instruments etc. which are likely to disturb other students are strictly prohibited in the hostels.
- No meeting shall be held in the hostel without approval of the Hostel Superintendent.
- Boarders are required to make their rooms available for repair, maintenance and for inspection by Superintendent whenever necessary.
- Boarders shall treat their fellow boarders, college staff, hostel staff with dignity and decorum.
- Dining in the hostel mess (meals & tiffins) is compulsory for all boarders. Individual cooking or taking meals outside is not permitted.
- Mess dues shall be paid monthly on the date fixed by the Superintendent. College dues will not be accepted unless hostel and mess dues are cleared. Failing to pay mess dues in time, a boarder is liable to pay fine for late payment and Admit Card for appearing Examination will not be issued.
- Students not on college Rolls are not eligible to stay in the college hostels.
- All hostels and messes will remain closed during the Summer, Puja & Winter vacation. The Warden of Hostels may allow a boarder
to stay in the hostel on some valid ground for a specific period. All such boarders are required to apply to the Warden of Hostels through their respective Superintendents.
- Non - regular and Non- collegiate students wishing to appear a Semester examination may be allowed to stay in the hostel temporarily with the permission of the Warden of Hostels. Such students are required to deposit the hostel dues in advance and undertake to abide by the hostel rules.
- Hostel Prefects may be nominated from amongst the boarders to assist the Superintendent /Asst Superintendent The hostel room of any student can be inspected at any time by Prefect, Superintendent, Asst- superintendent or any official of the college.
- The Prefect shall assure that
- Boarders in his wing observe hostel rules and regulations as may be framed by the Hostel Council and Hostel authorities from time to time.
- Boarders in his wing receive in case of sickness and accidents, such medical care as is provided at hostel dispensary, V. S. S. Medical College Hospital of Burla, and inform Superintendent/ Asst. Superintendent.
- Boarders are vaccinated at proper time.
- Contact Superintendent/Asst. Superintendent of hostels frequently and appraise him in case of need for proper action.
- Mess Secretary & Members of Mess Committee shall ensure that
- Weekly menu (Monday to Sunday) to be prepared by the Mess Secretary & approved
by Asst. Superintendent and then notified at least two days in advance.
- Wastage and lavishness are to be avoided.
- One fortnightly changed diet (Mini feast) not costing two times that of a normal meal rate is allowed. Mess Secretary shall get approval of Asst. Superintendent about the menu and cost per meal before having such a changed diet. No grand feast is allowed without the approval of Superintendent and agreed by the Warden of Hostels.
- The Kitchen, Dinning Hall are to be kept in clean and hygienic condition.
- Messes are not divided on any basis.
- Mess Secretary/Committee shall ensure that mess bill is reasonable and near uniform for all the hostels, weekly check is done by the Asst. Superintendent and report it to the Superintendent for bringing down the expenditure.
- Asst. Superintendent with the consent of Supdt. shall constitute such Audit Board for the Mess as and when he feels to do so.
- Mess Secretary/Committee and Asst. Superintendent shall meet frequently for purchase of food items from the market. No purchase can be done without the approval of Superintendent. Weekly payment is to be made through Bank Cheque in the hostel office by Superintendent on the recommendation of Asst. Superintendent Rs. 300/- as imprest money can be drawn by the Mess Manager for small and urgent purchase.
- Superintendent/Asst. Superintendent shall be informed if any irregularity is observed and prompt action will be taken in such matter
- Common Room Secretary shall ensure that
- Common Room, TV room, and surrounding area are kept neat and clean.
- Electrical fittings are maintained properly and is not being removed and taken to rooms.
- Periodicals and Newspapers are not removed. However, old periodical, may be issued to boarders. on loan for a couple of days.
- Common room Secretary shall prepare the budget and get the approval of the Superintendent. No expenditure can be made without prior approval of the Superintendent.
- Games Secretary:
- Games Secretary shall prepare the budget for various indoor and outdoor games and implement it after getting the approval of the Superintendent.
- He should ensure that boarders get facilities for games. The timing should be such that the boarders are not disturbed during study hours.
- Literary Secretary shall prepare a budget for various literary activities in the hostel and implement it after getting the approval of the Superintendent. He should play an effective role in the college literary activities so that more boarders of his hostel take part in such activities.
- Development Secretary shall ensure that :
- Lovatories, Corridors and Surrounding areas are kept neat and clean. Hostelgarden is maintained properly.
- Electrical fittings at places other than rooms are properly maintained. He should also ensure that nobody removes the fittings and tube/bulbs for his personal use
- He is required to prepare a budget for replacement of old fittings and tubes and get the approval of Superintendents.
- He is also required to inform the Caretaker and Superintendent in case the hostel Gardners/Sweepers are not doing their duty properly.
- All hostel representatives and prefects must ensure that proper discipline is being maintained by their fellow boarders in the hostel. They should also ensure that no boarder reprimands any hostel, mess and college employees working in the hostel. Such cases should be immediately informed to the Superintendent for proper action.
